This is normal behavior for a betta fish! Many bettas just like to hang out near the top of their tank because it’s easier for them to breathe the air at the surface, mine do this all the time. If you want her to move around more you could try putting her with some other fish, maybe get her a male betta boyfriend

in response to Miko above me, about the part that says “!!!!!!!DO NOT GET HER A MALE!!!” Male betta fish are NOT aggressive fish!!! This is a common misconception, male bettas are ONLY aggressive towards OTHER MALE BETTAS! They get along just fine with female Bettas and other fish. I know this not only because I own 3 males and 2 females, but also because it’s all over the internet if you look up any info about betta fish.
